Dave Morrison is Corporate Vice President for Government Operations (Legislative Branch Authorizations / Appropriations). He assumed this position after retiring from a 22-year career in Federal government service and serving for a brief period as the Chair of the National Security and International Policy practice at the Podesta Group.
In his current position, Morrison is responsible for implementing and overseeing all Boeing strategic and tactical interactions with the United States Congress and related Federal agencies. In concert with Boeing's senior leaders, business units, and other elements of government operations, Morrison and his team work to secure legislative and financial support for Boeing's business activities and programs from the Congress.
During his government career, Morrison most recently served as the Staff Director/Clerk of the House Defense Subcommittee on Appropriations chaired by Congressman John P. Murtha. He also held the position of Minority Staff Director of the House Defense Subcommittee, from February 2003 to January 2007. During this time, Morrison was the senior Democratic staff member on the Appropriations Committee responsible for developing legislation to fund all U.S. military and national foreign and defense intelligence activities. He was the principal defense advisor to Congressman Murtha and to the chairman of the House Appropriations Committee, David Obey. He also served as a key advisor to Speaker Nancy Pelosi on defense and intelligence matters.
Morrison began his Federal government career in 1985 as a budget analyst with the Office of Management and Budget's National Security Division. In 1990, he became a professional staff member on the Senate Appropriations Committee/Defense Subcommittee. In that position he oversaw all of the Department of Defense's operation and maintenance programs, the Defense Health Program, and all working capital fund activities. Through his tenure on the Committee, Morrison became recognized as one of the leading experts on DoD's operations and support activities, including contingency operations.
Morrison returned to the Office of Management and Budget in 1995, serving as the Deputy Chief of the National Security Division. In 1997, he became the Deputy Associate Director of OMB for National Security -- the chief of the National Security Division and the President's senior civil servant advisor on the Defense budget.
Following a brief stint as Lockheed Martin's Vice President for Legislative Affairs (in 2000), Morrison returned to the Senate Appropriations Committee/ Defense Subcommittee in 2001, where he served until moving to the House.
Morrison entered Federal service as a Presidential Management Intern (class of 1985). He received numerous awards for his work, notably the Department of Defense Distinguished Service Medal in 2000. Morrison also serves as a Senior Adviser to the Center for Strategic and International Studies, a senior fellow at the Center for Naval Analysis, and recently was named to the board of directors for RTC, Inc., a robotics consortium.
